First Time Voters, Lasting Democracy

Name of Client: International Food Policy Research Institute (IFPRI)

Description of Project: ECONS successfully implemented the Community Video Screenings in Northern Bangladesh project in collaboration with the International Food Policy Research Institute (IFPRI). The project aimed to assess whether civic awareness video interventions could improve voter turnout, strengthen democratic attitudes, and encourage greater participation of women and youth in electoral processes in rural Bangladesh. The study was implemented using a Randomized Controlled Trial (RCT) design across 12 parliamentary constituencies in Bangladesh covering 200 polling stations, including treatment and control groups. The assignment involved training and mobilization of field teams, structured video dissemination activities, voter engagement tracking, informed consent procedures, and monitoring of intervention implementation. The project incorporated community screenings, door-to-door outreach, and digital dissemination approaches while maintaining strict neutrality, ethical standards, and non-partisan operational guidelines throughout the field implementation process.

Description of actual services provided by your staff within the assignment:

  • Supported the design and operationalization of the Randomized Controlled Trial (RCT) implementation framework and polling station selection procedures in consultation with the client
  • Developed implementation protocols, monitoring formats, consent procedures, and field reporting tools for community video dissemination activities
  • Conducted training sessions for enumerators, supervisors, and field coordinators on project objectives, neutrality guidelines, ethical standards, voter engagement protocols, and standardized implementation procedures
  • Organized and supervised mock tests, field simulations, and pilot implementation exercises to ensure operational readiness prior to full-scale deployment
  • Implemented structured community outreach, door-to-door engagement, community video screenings, and digital dissemination activities across selected treatment polling stations
  • Managed field coordination, respondent tracking, supervision, and monitoring systems across multiple constituencies and polling station areas
  • Ensured adherence to informed consent procedures, non-partisan communication protocols, and Election Commission operational guidelines during field implementation
  • Conducted real-time monitoring, supervision, and quality assurance of field activities through supervisor reviews, reporting mechanisms, and centralized coordination systems
  • Compiled implementation reports, field documentation, participation records, photographs, and operational summaries for client reporting and project monitoring purposes
